I spread disc brake cleaner and then wd-40 into the coil area with a fan spins. manually spin the fan with your finger a few times to get the lubricant evenly distributed. Not sure if you got an answer to this question or not, but I had the same issue and thought I'd reply just in case you still needed help. I was able to order this part for about $30 (including shipping and tax) from http://www.partstore.com. The item number for the top fan is RF-2750-44 and the number for the bottom fan is RF-2750-45.
Based on other posts on this site and other sites it seems that the upper fan dies on this particular model quite a bit.

Hi,

The fan motor is burned up. You would need to replace the fan motor in order for it to work. You can possibly get the motor at one of these suppliers:

http://www.repairclinic.com

They both indicate they are out of stock, so you will need to call them for the part availability or maybe they have a cross reference of another fan that may work. If neither work out contact the manufacturer to find out where you can get the fan motor.

The fan is powered thru a relay on the control board. If the fan is new and in working order then either the relay has failed or the wiring connecting it to the board are broken.
You will have to open the top panel to access the control board and measure the output of the relay - if the relay works then the wires are faulty. If the relay doesn't then you must measure its input/command signal - if it's there then the relay is faulty, if it's not then the fault is in the control board, more testing will be needed.
In the worst case scenario the entire control board will have to be replaced.

. If the cooler recirculation fan is not working, use a Volt meter to test the two power lead wires connect to the motor . If the line voltage is present , replace the motor . Keep in mind this test should be done when the unit is in normal operating mode .

Now I believe the problem is the Control Board Part Number RF-5210-37 and shown as number 20 in photo. It also appears that there may be a delay on that part from one supplier for up to 14 days yet Haier is showing 10 in stock and 25 on order and a 10 day delay. check if it still has power, if it does check the back of the cooler to see if the fans have stopped running, you might need new fans.
