How to connect tv set to digial tv tuner converter box
There are two ways to connect a converter box.
The simplest is to use the RF antenna cable supplied with the converter. Connect it from the box (the round threaded connector) to the TV's antenna/cable input connector and put the TV on channel 3 or 4 (whichever the converter box is set to). If your set has screw terminals for the antenna connection, you'll need an adapter to switch from the round cable connection to the screws. This may also have been supplied, but you'll probably need to pick one up at Radio Shack or another retailer.
The other way, if your TV has the inputs, is to use the audio/video output jacks on the converter. Again, the cable is usually supplied with the box. This direct connection gives better picture and sound quality than the RF method. The jacks are color coded: red and white for the audio right and left channels, yellow for video. Just connect them to the matching jacks on the TV and select the video input to watch the box. (If your TV is mono and has only a single white audio input jack, you'll need a Y-adapter to join the two audio signals from the box into one. This is also available at Radio Shack. If you don't do this, you'll only get one channel of the sound when watching a stereo channel.)

If you or someone you know is comfortable with soldering electronic circuits, you can solder some long extension leads to the speaker terminals in the set, feed them out through the ventilation slots in the back, and hook your extra speakers to them. Just be aware that the audio output circuit was designed to be used with the speakers in the set only. If Toshiba had meant for external speakers to be used they would have provided terminals for you. You may damage the amplifier with the extra load.

The changes that you mention will only effect you if you use either rabbit ears or a rooftop antenna. The over-air broadcast signals are being changed from analog to digital. If you have cable or satelite service, there will be no change.

Horizontal line problem
1. solder the vertical ic first. otherwise replaced the vertical ic.
2. solder the yoke wires.
3. replaced the vertical ic supply capacitor.

Volume wont turn down or mute
This can happen if you hook an external amp to the audio output jacks on the TV and those jacks are set to fixed output, but I will assume that you are talking about the sound through the TV's internal speakers. If the picture is normal and the On Screen Display (OSD) shows that volume is being turned down then the microprocessor is putting out the correct clock and data commands. You need to find the audio processor IC which controls the volume, tone, balance, etc. and see if the clock and data information is actually reaching that IC. If it is then I will bet that the IC is defective and needs to be replaced. If you do not have an oscilloscope or experience in repairing PC boards then have a qualified tech handle it for you.
1977 CRT TV wont turn on
Not sure why anyone would want to repair a non hd TV as the picture quality isn't usable with modern content but if you're doing it because you like restoring something vintage here are some ideas. Some CRT sets use a pulse from the back side of the flyback transformer as a starter voltage supply, it needs this short pulse to start the power supply, it's kind of like starting a gas motor, the starter only runs for a short time then the gas motor takes over, this signal needs to be measured with a scope or a high end meter, this was a common issue with a lot of older CRT sets that use this type of power supply. I'd look at the start up supply as without that the regular supply isn't operatable.

Your EEPROM is bad, if you can find one and have soldering skills and the equipment to remove and replace SMD devices that's the cheap way to fix( $15) if not replace the main board, in your case with the sound issue it may make more sense to replace the main as that should correct that isue as well
