There is a Gang capacitor behind the tunning knobe of your radio. If this gang capacitor is faulty it will make difficult to tune the station accuratly and also will make static when rotating the tuning knobe. You have to replace the Gang capacitor. To see the gang capacitor you have to oppen the radio. It will look like one the picture.

depends on the extent of the fry. if it's just at the bridge rectifier, may be easy to fix. if there is damage to the rest of the components around it or the traces are severed, replace the whole board

I noticed the same problem after I had moved. Hadn't had it before. The solution was easy in my case. (It took some time to accidentally figure it out though). I flipped the power cable around 180 degrees / upside down and re-connected. After this the volume worked as before. This was the model with European power plug.
