try a new battery and charger!

Dell chargers have a centre pin to allow the laptop to sense that the charger is a genuine Dell one. If the battery is not charging then: a) Battery is faulty (old and dead) b) Pin missing on the charger, wire broken or not original Dell device c) Charging port on the laptop has become loose.
