is the fan over the cpu running? if it fails to spin the pc will not boot. could be bad connection of wires, a short, also could be corrupted boot file or graphics card boot? are fans spinning/usually two. cpu not then find why?

PCI express is an interface for a number of devices used by PCs. I would not disable it.

this is the problem with pwer section of the motherboard you need to do chip level repairs to fix the issue

try start menu>type in "keyboard" and click on it when it shows up. look and see if theres anything wrong there.

You might have a glitch go back to the store you got it from and check it out.

a very short problem definition... but here goes; see if you can find a small hole in the CD tray. Stick a needle/straightened paperclip in and hope it unlocks the tray

Type slowly and check if the fifth or sixth letter repeats. If so, report the issue to Dell and try to get your system replaced

One resolution - type slowly second resolution - report it to Dell and get your system replaced as there are many users who seem to have got the same issue. This does not improve by replacing keyboard alone.
