The VGA section of the Monitor is totally separate circuit than that used by the DVI circuit. Either or will do an automatic switch to what ever circuit communicates via the proper attachment (VG or DVI cable). AS long as the VGA Drivers are up-to-date the operating system should recognize the Video signal. Check the DEVICES and look for Video. Your Monitor should show up if the connection is proper, and if not there, you may have a bad Video Cord.

That is one of very common failure, these caps are ballast caps for the CCFL, one cap per lamp. You can get them from Mouser. The cap get expose to vey high voltage so they do breakdown. See example below.

If I am not mistaken this model has a screw on the bottom of the stand that secures the stand to the monitor.

What you need to do is to flip up the ring that is connected to the screw and then turn the screw in the anti-clockwise direction. Which will loosen the screw and allow you to remove the stand.

If you are going to DIY and already try the monitor with another PC, and have proper tools and know safety precaution then please read on:
Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply (they should be replaced in a set), blown fuses; poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). If you are speaking about TILTING. Yes it does have a tilting ability.
If your speaking about actual TILING on your monitor, that is done from your computer it self.

It can be that it is not getting the video signal from your PC, you should try it with another PC and also check the video cable, or it can be failure in the logic board where the video cable is plugged in, or in the power suppy/inverter board. Please poat back what you find before taking the montior apart.

I don't know what OS you have but there is a power management setting you might want to check. Most likely the monitor is set to go quickly into sleep mode at inactivity. Alternately I don't know what monitor you have but it might be a backlight Issue as well
