Turn off power saving mode in your monitor. In monitor beside orange light there will be a menu button press it and find for power management ok it turn of power management. The problem will be fix.

If you are lucky a hard power reset will fix this. Disconnect all the cables, hold the power button on for 10 seconds, release the power button, reconnect the cables and turn it back on. Otherwise you may have a hardware problem.

You need a new monitor. Go to a pawn shop and buy a replacement. Much cheaper than new.

It would appear that the monitor is going bad. If it is within a year of purchase, contact dell for a warranty replacement. If not, use it until it dies. It depends, but usually bad pixels and lines like this will spread rather quickly.

First thing you need to do is to change the signal cable and try the monitor on another PC to determine if the problem is with monitor or something external to it. Please share results of test to help you further.

Many flat panel screens must work at their native resolution to be at their best.

It could be the light itself has gone bad. If it's no problem, just keep using it.
