Good luck. Most jams are pretty much the same. First, try running the blades in REVERSE, that is done by using the on/off, selector switch. If that does not solve the problem, Unplug the unit from the electrical, remove the top part from the basket. Pull out as much of the paper from the top and bottom that you can. Replace the unit on the basket (make sure it is facing in the correct direction) and squirt, or lightly pour mineral oil (or machine oil, or something like WD-40) directly on the rollers and let it absorb into the remaining paper for a few minutes then try running the unit. If the motor does not come on, there is a fuse inside the machine that may need to be replaced. Once you have solved the problem, you should oil the blades after every hour of use, it really makes it easier on the blades. Also, there is an internal "heat switch" in the machine that will shut it down for about 90 minutes if the motor gets to hot. It is a safety factor in case you get something stuck, like a person wearing a tie, etc. After the machine has cooled down, turn the on/off switch to off and then back to on. .

I was able to pull really hard and open the bin 1-2". I turned the unit on its side over the trash can and some shreds came out. I alternated shoving a sturdy metal rod inside (first an aluminum architectural ruler then the longer handle of a squeeze clamp) to loosen up the shreds and tipping the machine on its side to get some loose shreds out. After doing this enough times I was able to dislodge the dense clumps and remove the drawer. Now that the machine is empty there is a red light on and it does not shred.....UPDATE: turns out somewhere along this rough process (paper was in rock solid clumps) a small piece of the door that presses the "door closed" switch broke off. Jammed a piece of cardboard in there and it shreds again, although it does not automatically turn off when the door is open.

Try shaking the machine to lower the cuttings in the bin. You might have to pull really ******* the bin to remove it. Be careful you do not break handle on the bin. The machine should have stopped shredding when the bin full sensors were activated, if they did not , then you have bad sensors in the unit and they should be replaced.

Damaged bearings on the cutter shafts have allowed gaps between cutter shafts to prevent proper shredding, I think.

on the underside of the shredder, at the top of the space where the cuttings box is, there are 2 sensors, 1 at either end of the shredder blades. it sounds like these sensors could be either dirty, or defective. try to clean these with a cotton bud or similar. it may need new sensors, bu it is worth a try!

I found a website called shredderparts.com that sells replacement parts for Fellowes paper shredders, including gears, switches, and spare parts for the cutting head. Unfortunately, I could not find a gear with the exact specifications you mentioned. However, they do have a 39 tooth second stage drive gear that is compatible with the Fellowes P-45C shredder. I had this happen where I worked and I elected to fix it. You have to remove the screws in the base, and IIRC the ends. Then I used a knife to cut the laminate pouch and pull out the pieces with pliers. If you can turn it on without damaging the machine or zapping yourself, the heat will help.
