The hp2509m is just a monitor it doesn't have the ability by itself to watch TV.whoever told you that it had this feature was misinforming you.
However any monitor connected to a computer can display video streamed from a TV station over the internet with the right software. Try a search forfor a TV aggregator on google to find one to fit your needs.

I had the same issue, It actually turned out to be the backlights themselves. An easy way to check this is by shining a bright light on the screen while its on. you should be able to see the picture.

Confirm first the remote is actually working---it can be tested with a tester made for this and some digital cameras in a very dim room will react when the remote is pointed at them by flashing on the LCD display screen when buttons are pressed.

If remote is good about all that is left is a bad receiver in the set---a very very few sets do have a lockout feature for the remote but it is rare.

Check your video cable if it is correctly connected to your video card...

This can be due to a protect on the board as it trips due to a short or malfunction within the main board.
Also it is important that the voltages be measured +B to the circuit secondary side.
Finally check for heating components or burnt component which can lead to the suspected part. A faulty IC within the processing drive circuit cannot be ruled out. So a need for a schematic check up.

All HP iq77x all-in-one PCs suffer from the same problem of a faulty motherboard. This is primarily a soldering issue on the graphics chip,which develops cracks in the solder balls. The PCs contained a separate graphics card, which goes faulty first. This can be removed and the display connector can be moved on the motherboard to use the on-board graphics. This will eventually show the same issue. A short term fix was to heat the graphics chip with a hot air gun or other means (plenty of suggestions can be found on-line) which sometimes works for a few weeks at most. The only 'permanent' fix is to have the chip professionally removed and re-soldered; an expensive option.
If you are lucky, your PC is still wired to use the add-on graphics card, in which case you might be able to remove this and rewire for the motherboard graphics.

Sounds like The main power supply regulator section circuit fault. Either it will be a separate board, or the part of main board. Check and replace damaged component/s at its main power regulator [SMPS] section circuit. Contact any service technician. If you wish to get some details; check the site linked here. Pull up older posts.
It will be best to replace the power supply regulator board as card basis rather than making "Surgery" to it; which usually will make loss for both money and time. Even though you can make it right, it will cost around an amount equal to the cost of a new board; including the cost of (spare parts + service charge) More to say, most of the spare parts to it will be difficult to get from open electronic spare part market. This is true to most of the flat panel TV power supply boards; irrespective of its brand and screen size.

The first thing to do is go into the device manager and delete the drivers for the display and let windows reinstall them. It may be a bad or out of date driver. So when you restart the computer it will put the driver back. Since you did not post the operating system, there is not a lot more I can tell you. If this does not help, you can try an external monitor to see if the problem is present there. If it is then it may be a display chipset issue.

If those bars are vertical are going up and down and not horizontal that means the lower circuit board that connect to the plasma panel are bad most likely this is an LG TV but this is not something that can be fixed you can take it apart while at least an hour after it's unplugged before you can touch ID cards along the long circuit board see if there's any connection connection connection that you can disconnect and reconnect and very carefully clean up possibly this could be the problem but usually when you have that type of line which is a vertical line you have a bad panel and that's not good and I'm betting this is an LG TV
