It will be best to replace the power supply regulator board as card basis rather than making "Surgery" to it; which usually will make loss for both money and time. Even though you can make it right, it will cost around an amount equal to the cost of a new board; including the cost of (spare parts + service charge) More to say, most of the spare parts to it will be difficult to get from open electronic spare part market. This is true to most of the flat panel TV power supply boards; irrespective of its brand and screen size.

I called Toshiba for this TV model "40RV525R" and they said the pedestal stand for the t.v. to stand on was an m5, product # 75012791, and the length was approx 20-25 mm

Hi Gordon,Did you fix this problem? I have exactly the same model with exactly the same problem. I've checked the capacitors on the PSU board (as suggested in one of the responses above) and they all seem OK. If you fixed the problem, I'ld really like to know the solution. Many thanks. - First, make your the batteries in your remote have not run down. To do this,point your phone's camera(after starting the camera app,obviously) towards the transmitter on the top of the remote (a small,transparent bulb like thing). Then, press any button on the remote and at the same time look at your phone screen.If you can see a flash whenever you press the button on your remote,then the batteries are working fine and it is probably a fault in your TV. Take the TV to the nearest service center and get it checked by qualified personnel.
If you can't see any flash,then
simply change the batteries in your remote or request a replacement from your local agent.

As it is a fault caused by the lightning it is better to consult some one experienced rather than doin it by Yourself. Its powers supply have problem. If you are able to do the same then remove the back cover. then check the input fuse in the power supply. If you find the fuse faulty then check the MOV (Componet used for High voltage sure protection, MOV have a voltage range, if voltage above its rating occurs it will get shorted and blows the fuse preventing from further damage to the power supply.). It will be near to fuse. It will be placed in Paralel to the Phase and Neutral track after fuse. You can check the same is it faulty very easly. Insert the new fuse in position, using multimeter (in ohms range) check the ohms between the two pins in the power cord. if its shows a low ohms ( bellow 1K) then the MOV is faulty. After replacing the MOV you have to check the ohms Again. if then also it shows low ohms. then you have to replace the bridge rectifier. first of all check the fuse and MOV. picture of MOV is added below.

Unplug your unit for 1 hour, before you power it on, press and hold the power button for 1 minute.
If the symptoms still there, then this is an indication that the power supply board was gone to malfunction. Some voltage surge protector is not a 100% reliable because it depends how high is the voltage surge coming from the source and if the design can handle such surged to avoid damaged to the unit. In your case, obviously the surge protector doesn't react efficiently.
Yes this kind of symptoms is quite fixable but needs to send it in because I've suspected that not only the power supply board was faulty but also the mainboard because your direct TV box was also fried which is connected to the TV.
Check if your unit is under warranty/extended warranty, avail it because the manufacturer will fix it for free, but of course don't mention that the unit was fried due to storm. If not, ask for an estimate first for service fee ($300 more or less depends upon the shop) plus parts to have an idea whether to send it in or buy a new TV.
