I am not finding any replacement parts online (in the USA) for the Sunpak 7500 Platinum Plus tripod.
However, in the USA, ToCad America appears to provide repair services for Sunpak products.

Sunpak 6000PG what ? From the rest of your post, it appears to be a tripod. I am confused when you refer to 'one of the ones that contacts the ground' - all legs on a tripod should contact the ground.Be that as it may, if the leg clamp is broken, it may not be financially viable to have it repaired, and you may wish to replace it with a newer, sturdier model that will stand up to rough treatment.
There is no point in addressing queries to individuals - none of us are members of staff, merely volunteers who try to help.
You can get a 3/8 to 1/4 adapter at any reputable camera store, or on eBay.
Honestly, I've never seen these sold separately, though you may find them online. I have three tripods, and they all take the same mount, so pretty much any quick-mount should work for yours, too.

This worked for me the first few times and I put a link to a video which explains the same thing.
"I had the same problem out of the box. Very frustrating. After some research, I found a you tube video showing how to tighten the head. The short version is that there is a fairly small hole that accepts an allen wrench (hex key) that can be loosened to allow you to turn the knurled ring just below it to loosen and tighten. The trick is to turn the knorled ring while pulling on the pistol grip. This loosens the mechanism so you can turn the ring. Worked like a champ. It is now solid as a rock."
However, my allen bolt is completely stripped now and there's no getting to it anymore. So...I did the following and I surprisingly, I haven't had to mess with it anymore. This sounds ugly and looks even uglier, I'll show you the snapshot, but it works well even with my dslr, with my battery grip, and with my 1000mm lens or my 70-300mm lens, in landscape and portrait modes.
Here's my final solution. I took a can of 3M Super 77 Multipurpose Adhesive Spray and gooked up the ball on which the tripod head rotates on and let it dry. I applied a second coat just to make sure I had enough in there to get a nice thick coat in there. (Remember, this was a last ditch effort and at this point I really had nothing to lose).
Today I am using it and surprisingly it pans smoother yet maintains the rigidity to be locked in any position. I can probably clean off the excess goo but I'll do that in my spare time!...yeah, right.

Available replacement parts for Sunpack tripods are pretty much limited to new heads, mounting plates, or carry cases; take a look at what B&H Photo has to offer. You don't say what specific tripod you have, but I'd suggest a search at eBay where several are available at auction right now. Furthermore, a check of completed auction/sales shows both new and lightly used ones sold in the past month for between $10 to $50. Buy one for parts or use it as is. You won't find any part plus shipping for less than that.
Sunpack makes consumer not pro level tripods even though the term Pro may appear in some product names. When you buy a tripod that costs $400 and up without the head, you get more options for replacement parts. I have a Sunpack myself for lightest duty when hiking, but my main tripod is a Manfrotto with the grip head. The huge difference in cost makes a corresponding difference in what parts I can find online. When my Sunpack broke (in a different way than yours but equally unusable) I used gaffer's tape to hold it together until I could find a new one (on eBay for $15).
