I'm not getting smooth video

What you need to do is to purchase a decent graphics card, any-thing better than a Nvidia 9600, thats a PCI-Express x16 2.0 graphics card.
There are Nvidia and there are AMD based cards. Both are good.
Remember that you get what you pay for so a cheap card, is not going to give you a great performance.
Go to a computer store and have a look at what they have on offer, remember to get a good make like ASUS, MSI, Gigabyte, etc...
Maybe try an Nvidia 240GT or 250GT, remember also that is your GPU is too power-full the rest of your computer system will become a bottle neck. Meaning that your system will not be able to fully utilize your graphics card.

Use You tube as a tool.
Search Linus Tech Tips for good reviews and computer info.

Your computer should be switched off at the plug only, the switch on the computer power supply can remain on. No damage will occur. This means that to turn your computer on all you need to do is plug it in, power on at the plug and then push the switch on the computer to turn it on.
I have seen this problem before, I am not sure if it the power supply that is causing this problem. I use Cooler Master they perform well and are priced right.

Ok, you've got your work cut out for you here. Several ways to approach this problem.
1st. Reset the existing bios, simply remove all power from the system then simply remove the bios battery located on the physical mother board. Be careful not to touch any connectors or circuits as you can easily "fry" the mother board with static discharge. Once battery is out wait about 30 seconds then replace the battery ( watch the polarity and make sure to put it back in the way it came out and dont bend/break the contacts), and this should put the motherboard back to its factory settings. There is a bios reset built into the mother board and unless you know where it is and how to use it you'd be safer just to remove the battery.
2nd. Completely erase the hard drive using a military grade eraser program (similar to DiscWasher brand). Don't waste your time using the format that comes with Windows to do this the 1st time as it does not clear files in the parameters (hidden part of Hard Drive). A military grade eraser will take some time to run like maybe 1 to 2 days pending on how large your drive/s are. You could opt for a quick wipe of drive using 1's and 0's which would only take about 2 hrs pending on drive size. Windows will format the drive which it must do, so let it run its course as Windows will see the drive as being new and will reset the parameters as new at this time. If this works then there you go Windows should install now. (don't have a HDD wipe program? I can send you a copy of mine if you need it) You will need a cd burner and blank cd to make a copy of the program. I can send you to get the program and you will need to make a disc to run it from as it will not run from a flash drive or floppy
If still not installing:
Check/replace your bios battery (about $3.00) these batteries are only good for about 3 years but can die after a few weeks, some batteries have lasted 10+ years pending many variables. I believe the batery should read 1.5 volts dc on a volt meter but no less than 0.9 volts dc.
If battery was not problem and you still can't install Windows 7, well now this is gonna be aggravating as heck...
You will need to roll back your bios as this mother board was not designed to run anything over XP sp2 but works at its best with Windows 2000 pro.
This is very time consuming so if you need the info on rolling back the bios let me know and I'll post it. Let us know how it goes and Good Luck!

You can reset it through the HP recovery manager. First, turn off your laptop and restart it while pressing the F11 key. Then, select System Recovery, and follow the on-screen instructions to reset your HP laptop password. After that you will be able to log into your laptop again. The best way to prolong life of a computer is to blow out dust from the case and cooling fins and power supply regularly, at least every year. That prevents overheating - a primary cause of component failure. Do not overclock. Do periodic full disk backups and intermediate new file ones. Leapfrog between two external disks. They are cheap. Protect them from fire. Laptops - same story,, do not block cooling holes by putting on a blanket while lounging. And turn off machine before blowing out dust. Do not use full PSI compressor air! maybe 20 PSI...

Looking for someone to help me determine a possible motherboard fault, any takers?

You wont find any schematics for motherboards online. The market is too competitive and proprietary. The most common tool in troubleshooting a motherboard now days I would say is infrared camera's. They use them to look for shorts in the components and heat in the circuit board traces.
