If there is water. the next step is to unplug the water valve electrical connection and check for voltage across the terminals. If there is power, change the valve. No power, the circuit card is suspect.
My GE brand has been running strong for over 7 years. I run it about every 2 to 3 days. So that adds up to almost 700 loads. It looks as good as new inside and out. I am real impressed with GE's quality.

The problem appears to stem from the float and float switch. The float is a mushroom shaped plastic part that resides on the bottom left, just inside the door. It appears that the float does not release the float switch, causing the dishwasher to think it is full of water, and won't allow the dishwasher to fill. It's a relatively straight forward repair, but even with a new part, the same scenario is likely to repeat itself until the float or float switch is modified by Kenmore.
I am having the same issue as described above. I think it is either the timer, thermostat (temp assure), or thermostat (temp boost) that needs replacing. The dial gets stucks in both the wash temp boost cycle and rinse temp boost cycle. However, I don't have a picture of the temp assure or boost part.
Does anyone know how to fix this? Thanks.

You may try the rubber gaskets and fasteners that attach your heat element through the bottom of the dishwasher body. This is the only full penetration of the shell involving metal that I see. You could see these fasteners if you remove the dishwasher from its current position, rotate it clockwise on its side and see the two cheapo pressed metal nuts on threaded studs that have wires attached. These keep that black metal loop on the bottom (inside the washer) in place. Remove wires, unthread pressed metal fasteners, check heater element for the rust issue (replace if needed) and reinstall new rubber gaskets and fasteners. Hope that helps!
bone, you probably have a blown thermal fuse that is located on the control board, easy fix. First check your wiring to the diswasher behind the bottom panel. I will attach a photo..Catriver..post back.
Harry, the float and float switch are only safety devices to cut the power to the valve in the event the control board fails. The fill is controlled by the board. It sounds to me like it may be the valve itself. You can verify this by taking a meter and checking the voltage during the fill cycle. If the voltage drops out and it's still filling, it's your valve. If the voltage stays constant until the float switch kills it, it's your board...Catriver...post back.
Check first that the filter located inside the machine (on bottom) is clean. In case it clean - The problem is with the pump. It could be a blockage between pump and the tub, or just a defective
pump (The pump takes suction from the tub and forces water up through the spray arms, which spray the dishes. The water then simply drops back into the tub for recirculation).

If it is doing when it is washing, then it likely to be a problem with the pump, but it might just be 'hunting' because the filters are partially blocked. There is the filter that you can see easily, but there is a fine filter underneath that blocks with fine grey lint.
Water left in the bottom can be caused by that because the drain pump is past the filter and is on a timer.
