Amp cutting out when bass hits
With an amp like that you can not pull enough power from you cars battery alone. That is why when it hits hard it drains the amps from your battery and you amplifier cuts out. The light on the amplifier most likely dims when the bass hits. You need to get a capacitor. They are easy to hook up on the main power wire. Generally speaking if the voice coil is actually 'blown' (accepted too much power therefore reads as a short when connected to an ohmmeter) It would be cheaper to purchase a new sub woofer.
90% of the speaker manufacturing price is in the voice coil. The cage, driver and dustcap as well as the surround are inexpensive components.
I would suggest testing the voice coil with an ohmmeter first before you decide what to do. If the meter doesn't read a short then its likely a TV repair shop can reconnect the lead that attaches the terminal to the voice coil.
