No internet connection acer
You could have spyware or viruses that have disabled your TCPIP stack, or you might just have a bad ethernet port. In any case, you'd do best to tke it to a shop to get it looked at by a pro. There are a million reasons why an internet connection can fail.
Acer boot to dos
Type either "win" or "explorer" and press Enter (type without the quotes). If nothing happens then your Windows is corrupted or bad. Reinstall.

No signal errors on monitors are often due to your graphics card attempting to run an unsupported resolution or refresh rate (or both) for the monitor in question.
Given the situation you have described my best guess as to the cause is that your graphics card went kaput. If your graphics is integrated into the motherboard and you don't have an individual graphics card in an expansion slot, I recommend trying other graphics connectors, as integrated video usually has at least two different types of connectors. This will at least give you some information upon which you can perform further diagnostics and eventually isolate the problem with certainty.
If you have a compatible graphics card for the expansion slots on your motherboard, try installing it, connecting the monitor to it, and then powering on your PC. Additionally, if you have one available, try connecting a different monitor to the desktop, or if it has an HDMI output try connecting it to your TV.
One last thing to try is to clear CMOS by unplugging the tower from the wall outlet, removing the circular battery on the motherboard for 30 seconds, then replacing the battery, restoring your power connection, and trying to boot your machine. Sometimes you have to use a jumper on the motherboard to clear CMOS, and if so you'll need to consult the manual for your specific motherboard.

Sounds like the boot up routine is not even starting. Can you hear any sound of the hard drive running (not the fan)? It maybe that your BIOS has got corrupted and that's a major hassle.

Aspire dvd drive won't open
If you open Start Menu,Computer, DVD/CD rom, and right click, eject? If it is damaged or there is something in it you may have to remove it and clear the obstruction.
Boot manager problem
Actually, I can answer you without knowing the model, because it's fairly common to the Acer Aspire in general. The error you are receiving technically means that there is a drive failure, but the error is erroneous. The problem is, you can try to do the recovery until you're blue in the face, or until the cows come home. You know, until the end of time, and you will still get that error. What you have to do to get rid of the error is to delete any existing partitions on the drive. Just be aware that when you do this, you are deleting the Acer recovery partition as well. But if you have the recovery discs, you should be in good shape.
Now to to delete the partitions is pretty simple. Download the ISO image at the page below and boot to it. It has a bunch of utilities on it that will be available after you boot. You can simply type fdisk and use that to delete the partitions.
Then boot again from the restore discs and you should be all set.

My mouse jumps to bottom of screen, how do I fix this?
I would advise unplugging and replugging the mouse. If it continues then its possible that the surface you use it on it dirty, also using a mouse pad helps greatly. And its also possible that your mouse is defaulty.
Reset Acer Aspire X3200 To Factory Setting
Assuming the restore partition is intact, boot the machine and press and hold F10 and ALT at the same time. If the partition is intact, you should be brought to a restore menu and given the option to restore to factory settings. If this doesn't work, you may have corrupted the restore partition and will need disks to install an operating system. If you created Rescue Disks in Vista, simply load the 1st disk and reboot.
