You do not put the thread through the hole in the bobbin case. The thread goes into the slot on the side of the case. Bring the thread down past the spring and into the T-slot on the side of the bobbin case. See this in figures 8 and 9 on page 5 (page 7 of the PDF) of manual 1. If the buttonhole dial has been rotated so that its indicator mark is not at zero (vertical aligned with the plate indicator mark), the stitch width dial will not function. Turn the buttonhole dial clockwise to the vertical mark.

First, check if the machine feed dog knob is turned to the left. Make sure that it is turned to the right (look for the zig-zag and straight stitch symbols) as far as it will go. This knob is on the lower right hand side of the front of the machine. It's near the base and below the stitch length regulator. See page 4 of the manual and look for item 22 in the picture. More about the control knob for the feed dog is on page 10.
Next check that the open arm cover is properly seated. This is secured by a screw that is to the right of the needle. See page 50 of the manual. The manual is currently available here: https://media.rainpos.com/4690/bernina_707_717_manual.pdf .
I hope this helps. If the feed dog control is set to sew and the cover with the needle plate is aligned properly, then your machine may have a damaged/broken part deeper in the machine. Try turning the hand wheel through a full rotation. Do this after you press the button and it returns to the engage feed dogs position.
This works on many sewing machines. If the feed dogs remain down, then you may need to have the machine serviced. There is a possibility that a part broke or a linkage is stuck between the button on the hand wheel and the feed dogs.
