If the one and only problem is that the wheel is very stiff, doesn't that suggest some fluff, or what, is blocking the wheel?
Are there any other symptoms?

Well it would! Why on earth did you oil the belt? Belts are supposed to grip not slide. Oil will also cause the belt to soften and stretch.
$10 for a new belt. Make sure you thoroughly clean the surfaces of all traces of oil.
