The upper thread is too loose and the bobbin
It is the upper thread which pulls the bobbin thread up. If the bobbin thread is taken up to much, one solution is to loosen the upper thread -- but the upper thread is too loose. Therefore, the same problem needs to be combated from the bobbin side.
The thread from the bobbin should slide through a wedge. On that wedge should be a screw. It needs tightened. The bobbin thread should be tight as follows:
A fully loaded bobbin should tangle by the thread without falling. While dangling the bobbin by the thread, bounce the bobbin (yo-yo style). An easy tug should cause the bobbin to release an inch or two of thread and then the bobbin should stop falling on its own.
Once the bobbin tensioner is correct, you should be able to tighten the upper tensioner.
The stiches at the botton
Looping on the underside is an indication that your top thread is not under tension. So you need to check again on the top threading up and make sure the thread is seated into the tension discs. Always thread up with the pressure foot raised to open up the tension device. Make sure the thread goes into the tension device, to test, lower the pressure foot and pull on the thread downwards - it should feel firm and resist pulling. If you can't get any tension onto the top thread, then the tension device may be broken.You should not need to adjust the bottom tension at all.If a machine is set up correctly the top tension should only need finessing by half a number at the most.

"Birdnesting" occurs when there is no tension on the needle thread to pull the bobbin thread. This is easily corrected by rethreading the machine, following the threading path carefully and making sure the thread is fully engaged in the tension mechanism.

Bobbin tension too loose.
Hi there,
Well first of all you may try to turning the bobbin screw the other way, and also loosen your top tension a bit. It might not be so much that your bobbin tension is too loose but that your top tension is too tight. Post further comments for further help or information....
