The rod connected to the needle is not moving up
Easy fix is take to local repair person, but barring that you will need to look to replace the little knob so that it tightens down and grabs the larger knob. Sometime you'll need to try to place it on the machine a few different ways till it works right.
The little knob is used to disenage the machine for winding a bobbin. Add little bit of machine oil to help keep it loose.

Hand wheel spins without moving the needle
I used to have an old Bernina that had an inner and outer hand wheel. Loosening the inner wheel disconnected the needle bar from the motor so you could wind the bobbin without running the needle up and down. It sounds to me like your machine has the same feature, but resistance on the needle makes the inner wheel loosen up. I don't know whether wrenching on it as tight as you can would be enough, or whether this is a symptom indicating that there is something loose internally in the connection between the inner and outer wheels. Good luck!

You can download White manuals from Singer. Just go to http://www.singerco.com/accessories/manuals.html and type W in the search box. The next page will be a list of White machines with manuals available. They may not have the exact model (as in my case), but there will be a similar one. White Jeans Machine
I agree about the needle, took me forever to learn that one. I have a Kenmore Sewing Machine that would not pick up the bobbin thread every time I tried it after having it for a while. I would go to my other machine and use it. Then my daughter in law put in a new needle and it worked perfect until I tried to stitch a different type of material. It was then it clicked and I started researching needles for machines. You have to use the correct size needle for the material you are sewing or it will not work right. Also if your needle is dull or bent you will also have problems. Here is a site that may be helpful
