Hi dskordas...
Remove your air filter...you only have to worry about the "floating ball" if you get too much water in your vacuum...it will then **** water into the blower and motor of the vacuum ...not good.
Dump your vacuum and you will have no problem with the water getting too high and causing problems.

It sucked up some of the muddy water into the impeller while you was using it. Then it dried out and turned to dust. After you get done using it for wet pickup take a water hose and let a little clean water **** into the impeller, with it off the tub. That will clean it then let it run till dry. That will keep it from getting moldy also. And always put a filter on before using for dry stuff. They make a universal filter that is like a satin bag. That is what I use instead of paper one. Even for water.
RE:removeal of filter
some filters just pull straight off, while others have a large plastic knob that unscrews to remove the filter. if it is a foam filter, it is just a stretch fit and pulls off, though it usually tears.

Where is the thermal fuse on my craftsman 5.0 HP shop vac?
I don't know exactly but if it has one it will usually be found in intimate contact with the motor.
Some vacs were fitted with a bimetal breaker which is also sited close to the motor, but sometimes there is so much dust around once they open they fail to make a good contact again when the cool and close.
Older vacs weren't fitted with any safety devices.

Most wet dry vacs have a ball float that blocks the vacuum when it is full of liquid. Yours sounds as if it is full or the ball has gotten stuck in the up, or blocking position.
