Well Melissa, you have about a hundred parts or more in the watch. If anyone of them is dirty, broken or whatever your watch will not run. You need to go talk with a watchmaker (not a jeweler) about your watch. If your watch hasn't been "overhauled" in the last ten years then that is most likely what is indicated. Watch oils and greases evaporate or turn to a scummy mess which may be the problem. Or you may have a broken balance staff. Or you may have rust and dirt built up to the point the watch can't overcome it.

Find a registered repair person in your area. It is very difficult if not impossible to find a value on you watch via the Internet sight unseen.

How to set time on my Elgin PQS
- Setting an Elgin stem-set pocket watch. Pull the stem out of the crown at the 12 o'clock position of an Elgin stem-set pocket watch. Rotate the stem clockwise to move the hands to the correct hour and minute. Depress the stem and wind the crown to keep the watch running.

How to set an elgin chronograph digital/analog watch
Do you have a model number for this watch? That would help find more information on it.
Try this. Don't worry you can't damage the watch by messing with the buttons.
Press and hold "Mode" for 3 seconds. One of the digital displays should start to blink. Now press the "Start/Stop" button once. It should do 1 of 2 things. Move the 'blink' to the next number or change the number on that display. If the "Start/Stop" button does one of these the "Reset" button should do the other. Pressing "Mode" again should turn off the blink and go back to the normal display.

Can you hand-wind a Lord Elgin 760 to start it?
Most automatic watches can be hand wound. The simplest answer is to wear it for a couple of days despite it not running. The everyday motion of your wrist should wind the watch as the mechanism was designed to do. Another method is to grip the watch with the face against the palm of your hand and twist your grip like your turning a door handle. Do this quickly for 30 seconds to a minute and it should give you enough to start the watch.
If this doesn't work another solution to try is to push the Crown, (the button you use to correct the time), all the way IN and turn it Clockwise 30 full rotations. This should give you enough to get it going.
Your last option is to invest in a "Watch Winder". This is basically a 'Posh' watch box that constantly rotates the watch when your not wearing it to maintain the winding load. Some of these can be reasonably cheap to buy but it is worth buying a decent quality one.

Is the elgin fg9919 water proof / resistant and if so to what depth?
I don't know and it hardly matters as firstly such descriptions only apply to new watches and secondly, if it has ever had the case opened it should be considered not waterproof unless it has been fitted with new seals and pressure tested, something few repairers have the equipment for...
