without getting all technical, look for the condenser coil and be sure it is clean. Some are under the refrigerator and can be accessed by removing a "kick plate." Some are under and in the back and can be accessed by removing a cover with a few screws. Some units have a small fan that moves air over the condenser coil. Look for it and see if it is running. And then there are some that have coils that run up the rear of the unit and when it is pushed back against the wall, the air can not circulate and can cause this issue. This is the simple first step to do before getting a service tech involved.
yes it must be shut off and completely defrosted.with doors left open it usually takes about 2 days. what happened if you look at the back wall in the freezer from the inside you will see a bunch of ice and there is more behind that panel you are looking at. it froze up the coils so that no air will get through them. good luck rich

NOTE: This is a multi-solution answer since I don't have all the tech from your question to pinpoint your problem But the solution is in here generically, if you read and study the solutions very,very carefully. First I would check cold control. Thats where you turn it off, if your temp is not warm. it can be defective and not shutting off. If your temp is warm proceed with the following. I would check the fan in the freezer. Listen to see if it is running It moves air to the ref from the freezer Then check to see if FREEZER CONTROL is turned warmer which makes REF. colder or vice versa. Also this might be a common Defrost problem, Ice is not being melted by the defrost system.The fan can't blow through the coils into the fridge. Take out back panel of freezer to check for ice buildup. The coils should be clean. There are three components to a defrost system- a heater,heater thermostat, and a timer unless you have a defrost electronic card. Its best handled by a Technician but you could possibly do it by taking your model number to the nearest appliance parts store and asking for the parts. High-Temp Alarm Switch (on some models) An alarm will sound if the freezer temperature reaches unsafe levels. The alarm operates on household electricity. If the power fails, the alarm will not perform. An ON/OFF switch allows the temperature alarm to be deactivated if desired. The freezer is shipped with the switch in the OFF position. After the freezer has run long enough to lower the temperature, you may set the switch to the ON position. CAUTION: Adding more than 3 pounds (1.5 kg) of warm food per cubic foot of freezer capacity can trigger the alarm. To activate the alarm, set the switch to the ON position. To deactivate the alarm, set the switch to the OFF position.

You will have to move the freezer out away from the wall. The coils will be inside of the bottom of the freezer. These coils are going to need to be cleaned. You can google images of condenser coils. That will show you what you need to clean.
The title of your question is cut off so I am guessing you are wanting tips on how to make the job easier.
First hold up the new one to make sure it is the right gasket. (there is nothing worse than taking it apart and finding the part is wrong.
The best way to replace a gasket is to soak the new one in warm water prior to the installation. This will soften it up and make it more flexible and forming.
Remove only part of the old gasket before putting the new one on, for example take the screws out from the top row and a few down each side of the freezer liner that holds the old gasket on. Carefully peel the old gasket off leaving it hang.
Start the new gasket in the center of the top and work your way to the corners. Work your way down to the bottom, tightening along the way.
It sounds like you may be on the right track here. If the gasket is old, hard, and brittle, it will allow moisture to be administered into the freezer, causing frost buildup. Not to mention, that old door gasket is leaking out a lot of cold air. Your best bet is to provide the model number (as you've shown here) and the serial number to an appliance parts store or authorized GE appliance parts outlet. They should be able to provide you with a brand new gasket. Removal and re-installation of the new gasket is fairly simple and you'll notice a big difference, not only in the lack of frost buildup on the inside of the freezer (especially in the summer) but you may even see a noted improvement on your electric bill as well!

It could be a bad compressor start relay or a bad compressor. Replace the start relay,relatively inexpensive. If it still does not work the compressor is bad.
Sounds like an air leak. Check the door gasket. If that is sealing well all the way around, try putting a peice of foil duct tape over the two small vents in the bottom of the door.
Check that it is not blocked or iced up. You can also try turning off the mains power for 30 mins and then turning it back on and not opening the freezer doors whil it is switched off. If this does not work then call a repair man.
FILL 1 or 2 shelves with crumpled up newspaper . The ink in the newspaper , will absorb odor . May take a while , but it's the only proven way I know of , to remove fish odor . May have to change paper every couple of days , till the odor is gone .
