Uninstalling a ge potscrubber 900
Shut off power to dishwasher at electric panel,shut off water supply,open door of dishwasher,remove screws on top side of dishwasher that are screwed into the underside of the countertop,,remove the front service panel on the bottom front face of the appliance by removing two or more screws on the right and left,locate and disconnect the water supply feed,locate and disconnect the electricity supply cable,locate and disconnect the drain hose usually connected to the drain of a nearby sink,pull dishwasher out of cavity in cabinet by grasping both sides of dishwasher with door slightly open,adjustment of front legs of appliance may be necessary.

I'm getting an E4 code on my GE dishwasher, tried turning power of for 24 hours it fixes it for 1 wash and then code returns.
E4 means dishwasher sensor is detecting the dishwasher is over filling. First thing I would check is the float. You will want to make sure it travels up and down freely. Open your dishwasher door all the way. Look on the right hand side (could be in a different location on your model) you will see a round thing. Kind of looks like a air hockey pusher. Try moving it slowly up and down making sure it’s not stuck open.
If this didn’t work then I would lean towards a faulty sensor.
It’s possible you could have a faulty board as well.
It is my opinion unplugging it will have no effect on this particular issue.

GE potscrubber dishwasher 1440 will not drain
It is normal for there to water above the sump area on that model
dishwasher. How this unit works is...the timer send voltage to the drain
solenoid for a short period of time, then disconnects the power. The water
pressure that is created by the pump is what **keeps** the drain valve open,
until the water pressure/volume is low enough for the drain valve spring to
overcome and the valve closes. I assume that you have cleaned the air gap
out?
