How many cycles have you attempted? It may take a few cycles before the detergent pack becomes soft enough to run out and allow the latch to function properly. I know nothing of dishwashers but such check valves are usually included to prevent syphon-back when there is no air-break in the discharge. Personally I prefer a high discharge with an air-break but many prefer a permanently fixed discharge which is usually low and in some conditions syphon-back can happen. In this case a check valve is advisable even if local building regulations don't require it.

Check drain pump spins freely by hand, then check for voltage to pump. If voltage present then most likely drain pump faulty.If no voltage present then most likely relay fault on pcb
