Fault to the main power supply regulator section. Either it will be a separate board, or the part of main board. It will be best to replace the power supply regulator board as card basis rather than making "Surgery" to it; which usually will make loss for both money and time. Even though you can make it right, it will cost around an amount equal to the cost of a new board; including the cost of (spare parts + service charge) More to say, most of the spare parts to it will be difficult to get from open electronic spare part market. This is true to most of the flat panel TV power supply boards; irrespective of its brand and screen size.

TV's operate on 110 volts, not 220 volts. You need more than just an adaptor to plug in your TV. You need to use a voltage converter to bring the voltage down to 110 volts. But since you already connected your TV up to 220 volts, damage has already occurred to the sensitive electronic components and you need to get it repaired.

These blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit section inside it. This will make repair easy. These are called blinking codes. Make sure about the exact number of blinking of the standby/power LED, by switching On & OFF the set, for at least two times. My TV just did this 2 days before Thanksgiving. I just messed with it and fixed it today. Unplug it from the power source for atleast one hour. Plug it back it. Hold the power button til constantly flashes red and green. Wait at least one minute while it continues to flash. Turn it off. Flip the big power source button on the back to off && then on. Then hit the power button on the side, and it should turn on. Worked for mine. Hope it helps.
