The HC95DA700 capacitor is a start capacitor that is used in conjunction with the relay to get the compressor started. Then the relay takes the start cap out of the circuit and the run cap takes over. It could be any of the three components is bad. I usually change all three to be sure. If that doesn't work the compressor is locked up and, in that case, you have to replace the compressor.

look up in to the area of ice flap no screws grab with hands at bottom pull up and out remove 4 screws for ice funnel replace flap

Tip

Refrigerator Ice Dispenser Not Working


After about 1 year of usage, ice dispenser panel stops working. Just unplug and plug back after 1 minute (thinking about reboot of PC). Panel starts blinking about 15 hours (be patient!) though the compressor starts working again. Be patient on blinking!
i guess the control board stuck/hung up something on my case. Good luck!

First check to see if the condenser coils are clean and that the fan is running?

if they are okay

Call an engineer. You have a gas leak and that needs fixing before topping up.

Possibly evaporator fan motor is not working. Will show cold but as the air is not circulating, wi give these conditions. Call for service.

You've cleaned the condenser coil?

Common problem for the condenser coil to become clogged with dust and lint.

Check to see if the evaporator fan is working. It may be seized up and not blowing the cold air into the fridge compartment. Some GE have a air valve diverter which controls the air flow into the fridge. If the fan is working and there is no cold air into the fridge, this may be jammed in its closed position.

Sounds like the drain hole is plug. Check it out. If it is then clean it.

Check that the plug your refrigerator is plugged into is not part of your GFCI circuit. If you have a plug that has a test/reset button on it (usually on the same wall, but not
necessarily) press the reset button and see if that doesn't help.
