A refrigerator. or freeze has to be kept in a vertical position or fluids in the compressor can seep into the wrong place and freeze up the compressor. liquids will not compress. A compressor replacement will probably fix it.

There are two coils and they are the evaporator and the condensor. GE likes to call the evaporator the " Low side coil." Both coils are inside the case, the condensor is rolled into a cage shape and has a fan on one end of the cage, The evaporator is behind the inside back wall of the freezer. The condensor you can see through the back cover on the bottom. This might not have anything to do with cleaning the coilss, they can become iced over on the evaporator, the evaporator fan can fail, the compressor can fail to start.

Try defrosting the fridge first by switching it off completely and remove any food and leave doors open overnight. Sometimes if items are blocking the vents then the air doesn't circulate and ice builds up around the freezer and on the fans too which causes lack of cold air getting around especially when the air circulation goes to the refrigerator section too. If that fails then call technician.

Make sure the filer arm is down and calling for ice and listen to see if the valve that allows water to enter the icemaker is making a noise. You may be familiar with that sound. If you don't hear it. the valve may need to be replaced. That is usually the culprit. Sometimes those older fridge valves are no longer available. You don't always have to have one that fits the same bracket. It just needs to functionally work as a valve and fit the tubes.

Be sure to check the gasket around the door if it has a gap in pools in humidair the moisture will freeze on the coil. Especially if the fan is running and the freezer is remaining at desired temperature this is a common problem it does have a defrost but you would have more icing up than just Frost. Make sure doors closing all the way and door gasket is not worn leaving a gap for outside air to get in.
