You get what you pay for. Low-end fans are made with cheaper parts. You probably need a new receiver.

I have a lakewood oil filled heater given to me model 7101, how do we tell if it is really no good? i see some fins that look like they are coming apart

Try another outlet. Or if your electrically knowledgeable then pull back housing and verify that your connections are still made. If neither of these are the problem then your electric motor is bad whether its a shorted winding or the resin has worn down and is allowing arcing. If your electric motor is bad then your better off just buying another fan.
