I just went through the same thing.  Your fan or impeller is probably broken off the shaft and no longer on the motor shaft.  My local repair shop wants $9 for the impeller and $29 to replace it. You will have to take the thing apart and put on a new fan or impeller blade and I'm still trying to do that to my vac.  I think I will have to heat the nylon impeller with a hair dryer to get it onto the shaft and then tighten the left hand nut. My vac is held together with torx screws so add a torx screwdriver to the price if you don't have one and want to do the job yourself.

Lack of power, a bad power cord, failed drive motor or broken wires in the vacuum hose can prevent the vacuum cleaner from starting. Make sure the electrical outlet that you're using for the vacuum cleaner works. Try using a different outlet if you suspect that the outlet you're using is dead.

There should be four screws on the bottom that will allow you to take the hood off for cleaning. If the hood doesn't lift up check for other hidden screws. Sometimes they will hide them under wheels.
