No. It is programmed from the Factory on a chip. Preprogrammed. No software will change it, no hacks. Many Motorola radios like that too. It is two watts, Vhf of Uhf, you did not say. If your existing frequencies are Business Band and in the same frequency band (Vhf or Uhf) you can get it to match those.

Usually that is a sign of voltage drop when the radio draws current, make sure your power supply is large enough + about 50% more than the fuse ratings on the radio. Also check every power connection and make sure they are tight.

You have the 'squawk' turned up too far. This will be a standard dial or a small slotted dial inset in the body. Turn counter clockwise to lower the resonance effect. This should not be confused with a transponder squawk code, which is a different thing totally. If your model is more up to date then the squawk function will be automatic and toy will need to reset it by firstly switching the unit off, then hold the transmit button and the volume UP button while powering the unit on. This will reset all the functions of the unit back to the factory default. If you still have problems then the unit is faulty and needs repair or replacement.

well the att does turn down the recieved signal but if it is too much ,,there is a chip resistor of value 56 ohm ,,,with magnify glass it sould have 56 on it on the curcuit board.
