i think this not from yor monitor, but from your PC, is your PC ok???not infected by virus??try uses another monitor, if there still like that it means your pc infected by virus, reinstall your pc

You can replace them with higher value capacitance and voltage but not lower. I use good caps made by PANASONIC FM or FC series (105c Low ESR, high ripple current) from DIGIKEY.

you need your power supply repaired. buzzing sound is a bad disc capacitor. blank picture can be bad mofsetts, invertor and bad capacitors.
