Why won't one turn on with fresh batteries?

Of course this makes no sense. I think the batteries could be installed incorrectly on the 250 radio. Check this, then use really fine sandpaper or a pencil eraser and clean the battery contacts. Make certain they are bright. Do not do this long, just a light rub will do fine. The contacts could also be loose, which you should discover when doing the cleaning. Blow out any grit and if you want to do a really good job, apply a small amount of rubbing alcohol with a cotton tip, like a Q Tip. One last thing, I recently received half a box of dead although new batteries. So, 18 of 36 with 2021 date codes were bad. If you have a voltmeter, also check voltage. Let me know...

Can a Motorola talk about 250 talk to a cobra CXT 195. They can hear me from the Motorola I just cant hear them

Your code (PL code, interference eliminator, quiet call) is not programmed the same on both radios. The Cobra appears to be set to open squelch (no code). Set your Motorola code setting to zero (off). This should solve the problem.
