Take it to a Motorola 2-Way Radio Dealer. They will determine if the channels you want to use can be programmed into that older model radio. The Radius SP50 is no longer supported by Motorola so software and programming cradle are no longer available.

1) It is possible your new battery did not take its initial charge, it can take as many as 3 chargings to 'jump start' a new battery. You might try charging the battery an addition 2 full charge cycles.
2) Try the new battery in another SP50 radio to see if it works, or test with a volt meter, if available.
3) Double check the battery is the correct HNN9018 or equivalent NiCd battery. If you are using an after-market battery, check to see if it is a NiCd. If it is a NiMH battery you will need a fast rate charger to charge it up. (On an SP50 the fast rate charger has a blue button on the tray which needs pressed to put it in fast charge mode)
4) This may sound silly, but check to see you installed the battery the correct way. On a Motorola battery the STOP sign would not be visible when installed correctly.
5) If all these items do not solve the 'new battery' problem, you should return the battery to the place of purchase for an exchange.

You might want to talk to the local radio dealers in your area. A repeater system may already be in place to work with your radios. The radios themselves would need to have a channel programmed to match the repeater. If what you have is an annual event, it would likely be relatively inexpensive or free to use an existing repeater.

Looking to build a two way radio system.
You will have to have a vehiclular repeater that is in another band than the mobile so if your portable hand held radios are on UHF then I would advise a VHF high band repeater set up.
It will have to be a cross band setup meaning it will recieve UHF and transmit on VHF and also the opposite direction.
It will have to be programmed with CTCSS or PL of some kind to avoid interference and don't forget it will need to be FCC licensed for those frequencies if it is in the Business band.
Some mobile radios can be wired up through a mini controller and run that way if it is compatible.

Remove the battery, slip a small screw driver into the slot at the bottom of the radio between the outer housing and the battery tray, gently pry up. If your radio has a pair of battery contacts on the exterior they will come up with the tray. Be gentle, and do not disturb the Mylar ribbon that runs down the back of the tray. Once the tray is removed, using a frame removal tool (shaped like a squared letter U) you slip the tool in the channels on either side of the radio where you removed the battery tray. Then slide the tool upward until it meets the two plastic ears. The tool will slip under the ears and using your tool you can push the component board out the top of the housing. If your radio has an 8-dip-switch private line board, you may want to watch you do not damage or dislodge it in the process.
