Well first you need to find the proper cables that interconnect the 2 units , and if there compatible. The units should say what cables are needed .

I want to save you time and money here.
A new TV just like the one you have at Walmart cost $189.
A TV repair shop will most likely charge you $100 just to look at it. And the part, Backlight Inverter/Power Supply Board ( I believe that is broken ) will cost $110 min ( That's a used part).
It would definitely cost more than $210 to repair the broken TV vs buying a replacement 19" TV at Walmart for $189.

You can power the LCD TV off completely from the mains power switch.

If you are sure your cables are tight and not defective, then your main board is defective or your signal source is defective.

tried to unplug the tv for a while to reset the power supply and then re plugged and turn it on let see if it will turn on. if still doesn't work and no power at all, at this time you will need to remove the back cover to access the power supply board, then look for a bad fuse or a burnt parts. replaced bad parts with the same value and rating.you can find replacement at www.digikey.com.
