It sounds to me like the actual motor has stopped functioning. This could be due to a number of causes, but is more than likely due to wear of the conductive 'brushes' inside the motor itself.

The heated air inside the dryer is not expelled but reused. The drum is contained inside a closed area. The heat is contained inside the dryer. No ducting to outside is needed. If a gas dryer, make sure pilot light is lit or wire to electronic ignition is connected. Make sure the area around thr ignitor is clear of dust and the filter and exhaust are clean.
If electric, check your home fuses or circuit breakers and make sure your plugged into the proper voltage and grounded outlet. Set on highest temp setting and run for a few minutes and check if your getting any heat.
Some newer dryers have a built in sensor that will only turn heat on if it detects moisture, so you may need to through in a wet towel.

This dryer needs to be taken apart to lubricate any and all moving parts. Idler pulley and rollers, if they are worn out in any way, replace them.
