These blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit section inside it. yes...the video card could have gone out but most likely you have a connection that is loose or bad. I would check those first. If you have done so then I would try another video port and verify that it is the screen that is out and not just the port you are in.

How old is this TV? It may have a malfunction in the power supply that may be related to the lack of quality capacitors in the power supply section.

Some components from the power source of your tv are dying and the embedded protection system detects that and blocks it to prevent further damage. Immediately stop trying to start it and call a repairman now, while the damage is still fixable, otherwise you will end up without the tv.
