Look through the ventilation slits at the back of the TV with the room lights out. If you do not see white light light bleeding through the back, you have a back light failure. It could be the inverter circuit which lights up the CCFL ( cold cathode fluorescent lamp ). You will need professional help to replace it and could cost you about 70 to 100 $ to fix.
When volume is up, there is a humming sound.
The sound is the mains frequency, it's not filtered enough because the filtering capacitors have aged. Very simple fix - just replace the capacitors, it's a 15 minute job. Just make sure the replacements are identical and the solderings are well done.
Vizio lcd sreen fading out.
Well time will tell if this is a true solution but I experienced the same issue. Originally I was able to get the TV to work by turning it off and back on.
After some research I notice the the Vizio FAQ mentions a similar issue for which the solution is to unplug the unit for 3min.
After calling Vizio, they suggested that under the menu option Setup, Picture, Advanced Video Features, I should try turning off Advanced Adaptive Luma and Backlight Control.

It will be best to replace the power supply regulator board as card basis rather than making "Surgery" to it; which usually will make loss for both money and time. Even though you can make it right, it will cost around an amount equal to the cost of a new board; including the cost of (spare parts + service charge) More to say, most of the spare parts to it will be difficult to get from open electronic spare part market. This is true to most of the flat panel TV power supply boards; irrespective of its brand and screen size.

How do i program a dvd to the tv
What is it you are trying to program. Does your TV have a universal remote? You just need to find the code for your DVD player. There is no other programming required to connect a DVD.
