I've followed the instructions to
Keep pressing PROG ** until you find the phone that doesn't beep. In a basic TDA system, it's the first extension (101) that is the default master phone.

I want to zero lock
Unless you're familiar with the Features Guide for your TDA system, you're probably better off calling your Panasonic dealer. It involves Toll Restriction (TRS), Class of Service (COS) and installer programming access. In our installations, we have a customer that makes International calls via Vonage and local calls on local lines. For that feature, we turned on Automatic Route Selection (ARS) so the user just dials 9 and the number and the dialing plan sorts it out by the rules applied in the tables. ARS takes a very long time to program.
Don't shoot the messenger, me, by expecting a step-by-step answer in a free forum. Toll restriction would take me about 30 minutes to set up if I even knew your numbering plan. If you build it in less than an hour, consider yourself lucky.

CHANGING THE TIME ON PHONE
I can give you the fast answer and the slow answer. Fast one is to go to the main phone, press PROG and dial **1234. The system should go into programming and you will be looking at system program 000. ENTER. From there, using a combination of the SEL, FWD and CONF keys, you should be able to navigate around the time change, using ENTER or STORE to save it.
The arder way is to grab the manual here
http://www.public.carl.airpost.net/TDA/TDA_PTPM_32.pdf and start reading it from page 12 then follow the instructions on page 16.
Keep in mind that TDA programming is usually done from the master phone, or any phone assigned programming status. It may be all or NONE.
