Having trouble with the arms
I have the same problem with my girlfriend's son's Bumblebee. I think they are probably just ****, not like back in the 80's when they actually worked properly.

I need clear step by
Preparing For Transformation
Begin with the action figure fully transformed into Bumblebee.
Face the figure toward you and bring his arms down to his sides and push
his legs together. The figure should end up with all parts parallel to
one another. At this point push the legs up toward Bumblebee's chest.
The legs will slide upward so do not bend them.
Creating the Hood
With Bumblebee's legs secured, use your finger to lift under his
chest plate, bringing what will be the hood of the car upward while the
windows of the car will shift 90 degrees downward. Now bring the arms of
the action figure straight up.
Final Transformation
The final step to transforming Bumblebee back into a car is to
take the arms that are pointing up and bring them forward while also
moving them toward the center of the figure. Notice the shoulders of
Bumblebee have a rotating joint. This is what is used to guide the arms
into place. Do not force them or the arms will break off, instead keep
them moving until they firm into place, leaving no parts of the figure
moving freely. Flip Bumblebee over and he will be in his car form.

2005 I-dog. How can I turn it off?
When you are finished playing with I-DOG, press and hold down the Nose Button for 5 seconds to turn it OFF. I-DOG will play an LED animation and sound to signal that it's going to sleep.

Hi there, it doesn't seem as if there's any manuals or instructions for fixing anything with this toy. I looked on the Hasbro website, and it seems you can do a live chat with them between these hours:
Monday: 08:00 AM - 05:00 PM EDT
Tuesday: 08:00 AM - 05:00 PM EDT
Wednesday: 08:00 AM - 05:00 PM EDT
Thursday: 08:00 AM - 05:00 PM EDT
Friday: 08:00 AM - 12:30 PM EDT
I've included the customer service website as a link. Good luck!

How to fix biscuit furreal friend?
Hey, have you tried changing the batteries? Maybe the battery compartment is dirty or corroded, if so a simple cleaning should do it.
