That's weird. When the handle is up on the Hoover WindTunnel T-Series U6439-900 Bagless Upright Vacuum Cleaner, the brushroll will not run. This vacuum is designed to run the brushroll only when the handle is in the lower (or operating) position. I'd suggest contacting Hoover for help.

Do they turn freely, take out and turn while putting light pressure with fingers, light twisting

4 belt issue,
Did the belt before this one break or wear maybe too soon which points back to Roller/ bearings/ hair

The drive belt is broken whether it is a standalone upright cleaner or whether it is a canister vacuum with a hose and wand with brush head. How you replace it is completely dependent on make and model, but can easily be Googled or refer to the manual.

Hold the unit aloft, then tap lightly with a rubber or wood mallet all the way around the filter housing, try turning it then repeat process, it should come off eventually.
