My V20 stick vacuums beater bar runs for a little while then quits, I've cleaned the bar by removing the bar to clean the dirt,strings and ect and also took the end of the bar off and cleaned it also

Find the Vintage Necchi page on Facebook. Lots of FREE NECCHI MANUALS there. I will have the 575FA manual posted there in less than a week. These other answers are posted by m0r0ns who are sending you to sites that CHARGE. I guess these stoopid jerks don't know what the words FREE MANUAL mean.If you go to the Necchi-USA website, they will refer you to a website that sells manuals because they don't want to be bothered by the old machines. Keep that in mind if you consider buying a manual from a company that washes their hands of their products when they decide they can't make enough money from selling parts and keeping free manuals for them.

My DC power head is not working, any suggestions
What is DC?
Your vacuum cleaner's powerhead isn't working, but the motor is working and the brushes turn. What do you mean by no power?
That the brushes stop turning on the carpet because of a lack of power (check for a stretched-out rubber powerhead belt). Or do you mean that there isnt any suction power and it doesnt pick up (check for clogging in the neck or body of the powerhead, tubing and hose)

Are vacuums supposed to blow out air through vent?
Every vacuum has an exhaust vent to release filtered air. If it didn't, and the motor was strong enough, pressure would build up inside until something let go, and we wouldn't want that to happen! In the old days, by the way, some vacuums had an attachment that let you use the exhaust vent as a blower to inflate toys etc.

Should the fan propeller spin freely by hand
Coils on a Vacuum cleaner (the category you posted to). Sound like a refrigerator. There are Category for every fridge maker.
'make model (what it is)' in all questions please.
Fan blades of any type should spin freely on the motor bearings.
