Ball bearings fell out of handlebar connection on 3-speed bike.
Take it to a professional bike shop. They have the knowledge and tools to set it right.
Or take a look at this:

The headset nuts were not necessary to be moved for handlebar adjustment. Now the bearing load is too tight. Correct adjustment of the headset requires a delicate balance between tightness and freedom of movement. If your bike has/had the original bearings it's a safe bet they may be due for replacement anyway.
Wont change gears 12or3
There should be one or two limiting screws for the front derailleur that you can use to adjust how far out/in the derailleur moves to shift the chain over. You can ask a friend to lift the back end of the bike off the ground while you do the adjusting of these screws and then try shifting the gear while moving the peddles with your other hand.

Model and year of huffy bike serial # 4H114288
Not possible to ID by serial number, and even if it was it's not important. Huffy's are not valuable and parts are not specific to a particular brand, let alone year or model of bike. The model name is printed on the bike's frame. If not there bike has been cheaply repainted, possibly because it's stolen.
Needto lubricate rear wheel bearings on a huffy single speed bike
as most bikes do not have seals on the wheel axles , it is possible to lay the bike on the side , use machine oil on the hub and axle area and spin the wheel while allowing drops of oil onto the axle bearing hub area
or you can take the hub apart and fill with a very light grease

How to put on a rear axle assemly on a 26 inch perfect frame mens dellusso huffy bicycle
Are you asking about the internal parts like bearings, races, and such, or are you asking how to lace a rim?
The first one is fairly straight forward, so I am guessing the second.
I have done quite a bit with bikes and never attempted since it is a science and art. There are a few youtube videos but they make it look so easy. One on the issues I hit when thinking about it is having a good tuning stand and dishing guide to get the rim to run in the middle if front wheel of a bit off center on the rear due to the gear cob. I gave up trying to find the tools, right spokes, (before internet) and opted to buy a whole rim.

HOW TO DETACH TRAINING WHEEL FROM hUFFY tODDLER BIKE
- Begin by removing the outer nut. Using a 15mm spanner (closed end preferred), turn the nut in an anti-clockwise direction when looking at the nut from the same side as the nut is on (Dia.1 below)
- Next remove the outer nut, round washer, training wheel and square stabiliser washer. DO NOT loosen or remove inner nut!!
Do 10 speed huffy mountain bikes have master link on chain for removal?
No, they do not - a chain tool has to be used. Also, a 10 speed (2 gears in front, 5 in the rear) would be quite old, so the rear gear cluster (freewheel) will be worn as well as the chain, and also takes a specialized tool to remove. Replacing both on a Huffy will cost more than the bike is worth.
I just bought a huffy Sienna. Now the left pedal has come off twice. Any way I can get it ti stay on?
If it came off even once it was not installed initially with enough torque. At this point there is a good chance the threads on the crank are damaged badly enough that the problem will reoccur. If you bought it assembled return it and complain. If you assembled it's your error, and a good idea to go over all other tighteners and adjustments. Loctite is unlikely to cure the problem. A bike shop may have to install a "Helicoil insert" to fix it, or replace the crank arm.
