DId you remove the plug from the input jack to turn the pedal off? If so then you may have a bad input jack.

Check your power source or battery. The sound is probably due to the internal processor recycling due to watchdog timer. If power is OK, then service will be necessary to repair the problem.
Need replacment inputs for boss digital delay
the jacks are not diffiult to find nor to install, but don't buy cheap radio shack jacks, go to a good music store and buy jacks ( the price may be 3 to 5 dollars each). take the unit apart and take not of where the wires go, wirte it down/draw a diagram, note colors of wire and where they go. cut the wires loose and take the old jacks out, then solder in the wires where they belong, and you're good to go.

This is likely a failing switch under the pedal. Either the toggling mechanism is broken in it or if it is a momentary type it probably has "contact bounce" that exceeds the what the de-bounce circuitry can handle.
My DD3 pedal doesn't work.
Check all connections including the battery clip if you use a battery, and the adapter jack if you use the AC adapter. Also check you guitar cable connections as the pedal turns itself off if the guitar plugs have a loose connection. Make sure the guitar jacks on the sides are tight and don't need tightening. Any of those issues could cause the pedal to operate sporadically or not at all.
It could also be and IC problem internally on the pedal's circuit board, but before you open anything, check all the connections non electrical issues can occur more often on pedals.
Used Wrong trasformer. BossDD3 still in working
You likely fried the input filter capacitor... it is where the power comes in and on one of the schematics it is C51 which is a 100 MFD/16 volt electrolytic. Also a Zener labeled D6 MIGHT be gone... it is in parallel with that cap. Also the 78L05 May have been degraded, but this is a remote possibility.
The pedal has a lot of hardware to run from a 9 volt battery and I would NOT exoect much life out of one.
