Why does the screen read "No Cell Power"?

My Adobe Reader isn't working, but the header on this .pdf file looked like it might contain an explanation of how the cell is powered, and that, in turn, might give you an ideal of how to troubleshoot and fix it with a voltmeter:

It looks like the power goes through relays, so the contacts of the relay may not be working. Sometimes you can take apart a relay and clean the contacts with electrical contact cleaner, or fine emory cloth, and sometimes you have to replace them.

There is a couple of reasons to get this error message,
1. There is a circuit breaker that could have tripped out and therefore there no power to the chlorinator cell.
2. If this circuit breaker has not been tripped then the rectifier or the power transformer is faulty.
If you understand electronics then test the alternating low voltage output from secondary output on the transformer and if this is OK then check the DC voltage of the rectifier. This will determine which component is faulty.
This is a mains operated equipment and if you do not understand this, then I suggest you get a qualified electrician or pool/spa company to repair your chlorinator, because mains voltage equipment is dangerous and can kill if not handled correctly.

did you set the timer for filter --filters will run as per set cycles- cycles are usually preset[default 6 to 8 hrs ]per 12 hr

Check the filters. Also check to make sure the seal is good around the filter. Sometimes if not run for a long time the pump may need to be primed by adding water to the pump.
