Drain the water weekly. IF you really want to dish out the money you can get an Ultraviolet sanitizer or even an ozone generator but those are made to work with chemicas like chlorine or bromine, not stand alone, also for pools. And even then you would have to manage the ph somehow and that can only be done by replacing water or some kind of acid. Chlorine tabs now a days usually take care of both trichlor being slightly acidic for such a small body of water takes care of both. If you have some kind of chlorine smell from your spa and you are not sitting right next to a chlorine floater then you have a problem with the chemical balance and is a byproduct of chloramines.

The ball bearings from your spa are from a roto head jet. Typically they are from one of the larger sized jets and they make the swivel action in the roto swirl jets function smoothly. You can determine which jet is coming apart by the loose function of the center nozzle. The jet can be removed and replaced to solve this problem. Most jets screw out but when they have deteriorated a lot, you may need plyers to take the jet out in pieces.

Ken,

You need to contact a hot tub technician/engineer as you clearly have issues.

'ICE' means that the water temperature is too low and therefore the pumps will be turned on to prevent freezing within the plumbing. Depending upon the spec and settings, the heater maybe disabled during 'ICE' condition.

'ECON' is Economy Mode. If you have a mode button, keep pressing it until you see 'Stan' on the display. This will put the system back into the standard mode.

'FLO' means that there's insufficient flow of water through the heater, or non at all. 1) Check the water level - top up if low. 2) Ensure that all jets are open and flow water - if they don't you may have a pump issue. 3) Remove the filter(s) and see whether or not this clears the fault, if so clean or replace the filters.

'COOL' is displaying because the set temperature is much higher than the current water temperature.

As I mentioned at the start, you really should get someone to take a look at your hot tub. You may have a few issues that need resolving.

Regards,
Ian.

The simplest fix is usually the best place to start. Check your circuit breaker, it has probably gotten weak and replace it. They are easy to replace and fairly cheap.
You are tripping the breaker due to an excess current draw. Thus my recommendation to replace the breaker first before anything else. Next would be possibly the plug could be shorting or arching. Wires could also be grounding out under a load condition. You could have windings going bad in the motor and it only shows up under load or heat conditions. Possibly, the new heater may be outside the (ratings) limits of the circuit breaker.
I know this is going to sound crazy, but check for ants anywhere electrical contacts are exposed. For some reason they are drawn to electricity and will build up on the contacts until it causes direct or intermittent electrical shorts. If found clean off and spray with repellent. I hope this helps, good luck
