If you are getting juice to the battery terminal and the batteries are not charging it is because the batteries have fallen under 12 voltsDC. If the system detects batteries that are depleted that low,it cant bring them back up. So you will need to get the batteries on a trickle charger or slow car charger. That way you can bring them back up to around 12 volts each. At that point the inboard charger can do the rest.

The power indication display is flashing with all colors visible.
The flashing will come on if the chair is in neutral or if the charger is still plugged in when you turn it on. Place the chair in neutral (freewheel) by shifting the levers out, then place firmly back into drive.
Unplug from the charger and it should fire up. Sometimes, the chair will also go into "sleep mode".
Check your owners manual for this. Note, some have sleep mode potential but it's not in the manual, and if someone inadvertantly hits the right series of motions with the joystick, you can inadvertantly put it to sleep. Try turning the chair off, wait three seconds and power back up, then immediately press the "horn" button. This wakes up most of them. Others you need to power off, turn back on and then move the joystick forward, backward then forward again.
Good luck

Hoveround dosn't go
There are 2 circuit breakers (small buttons). Find them and make sure they are pushed in. Also check all the electrical connectors to be sure they are tight.

HAVE A HOVEROUND
Carefully read across two pins, without shorting to the case or other pins. You should have 1 hot, one ground, and usually another ground that acts as a charge inhibit to keep the scooter from driving while charging. I would expect to see around 27 Volts DCX on the output, maybe more without a load attached (battery)

Wigwag Throttle Control Pot FREERIDER loose
The spring that applies tension on the wigwag often breaks. After removing the shroud to gain access to the throttle, back off the two allen screws (2mm) and pull off the throttle handles, remove the nut in order to replace the spring. The cost of the spring is about $4.00 compared to the complete throttle at about $250.00.
