You will need a specially made school siren timer. Normal timer have a timer that can be set to the time accurate to a second, but the shortest On-Off cycle on a manual timer is 15 minutes and on a digital timer is one full minute (On at 12:15 - Off at 12:16).

The instructions do not mention a backup battery for the clock. However, just in case, check to determine if there is a battery compartment. If you find one, open it and install a fresh battery (or batteries.)
