wow! at least you know how to get to the filter and what your no drain problem is! Way to go.
hopefully this helps...try turning and turning it repeatedly.
there is probably something sticking thru one of the filter holes that is not letting you turn it plastic tooth pic piece, inside of a pen, small screw. something that is sticking thru and catching on the drain output hole. by wiggling it it may drop down.
Hope this helps let me know have a couple of other ideas but will reserve if this doesn't work.

A picture of the damaged element would help. How old is the washer? Perhaps the washer timer or control board is feeding current to the element at the the wrong time, without water in the tub, causing the element to deform and burn out.
Are you certain that the replaced element is sitting in the support groove and not above them inside the tub? Take a flashlight and have a look before inserting the new element.

By the reservoir, I have made the assumption that you mean the pump filter behind the kickplate flap (bottom right). Even when the unit is working correctly it is quite likely that you will get a couple of jugs of water here. If the machine is spinning effectively, there is no issue. If not then you may need to check the outlet pump flow when disconnected from the plumbing (fill the machine, switch dial to drain and pump into a bucket) the flow should be quite fast but not as fast as say a cold tap on full. If the flow is good, check your plumbing. If the flow is poor you may want to run through a descaler or at the very least a 90 degree cycle and tested again.Hope this helps
It is important to check on the INLET FLOW, check the inlet for input and output flow , if low it can be a clogged filter. If not the delay can be due to low drain pumping, check drain for clogging , clean and reset.finally if the inlet and drain seems to work well , choose a lower program to access. If the fault stays the program controller memory can be a suspect.

I'd be glad to help, but first I need to request some clarity. You haven't mentioned whether you received any error codes, does that mean there were/are none displayed ? Does the unit fill with water, door lock, drain, all functions except the motor running/basket not rotating ?

To check to see if the drum is free, spin the drum by hand, there should be no resistane at all.
If there is, then it could be the drum bearings are siezed, or there could be something stuck between the inner and outer drum.
If drum is free, then try again, they are tight to fit, I assume you have right size belt?
Watch the washing machine go through its complete spin cycle.(It could have a filter in the pump,check for water flow coming out of the drain.
Make sure the washing machine is fully leveled
with a square.
make sure you put fairly big loads to keep it balanced.
If the washing comes out wet on the final spin ,add some more garments and then put it on spin again as the w/m might be going out of balance.
Under the work bench on top some times there is a spring to adjust the tension.
about every five or six years the motor brushes need changing.
