Try:

* Penetrating oil...let it soak at least 1/2 hour

* If the nut is stripped, try either grabbing it with vice grips

The commode seat is bolted in place. The top "hinges" you are unlocking are merely decorative covers for the retaining bolts.

ONLY FIX I AM AWARE OF IS TO REPLACE IT

most newer plastic seat cover nuts are only one wing --use pliers or hand to remove
