Most riders engines have an anti-afterfire solenoid that cuts off fuel. You should hear (or feel) the solenoid click when you turn key from off position. You can remove the plunger from the solenoid as a test. If not a fuel flow or solenoid, then the carburetor main jet or nozzle is blocked... a more thorough cleaning required.
